Hello, he is Mr. Fumihiko SHINOHARA, Professor Emeritus, Tokyo Gakugei University.
After retiring from the Uiversity on March 2014, he started his extended
career to teach educational technology and its related subject matters
at the Department of Educational Studies, Faculty of Education of the University
as a Professor Extraordinary till 31 March 2016,
He has worked at the UNESCO Regional Office in Bangkok (UNESCO Bangkok), Bangkok Thailand, for two years from 9 September 2002 to 8 September
2004 as a secondment under the contract between the Japanese Government
and UNESCO HQs with the highest cooperation and understanding of Tokyo
Gakugei University.
After completion of two year mission on ICT and higher education related
services and cooperation in UNESCO for the member states, he returned to
the Tokyo Gakugei University as a professor of Educational Technology.
In addition, he is now working with several international institutions
as visiting professors and/or senior consultant; such as at the International Center of Teacher Education in East China Normal University, Shanghai, China, at SEAMEO SEAMOLEC and SEAMEO RETRAC, Jakarta, Indonesia, at Mongolian National Univeristy of Education(MSUE), Ulaanbaataar, Mongolia, at Sampoerna University, Jakarta, Indonesia, and he has been serving as a Member of the Editorial
Board of the International Juournal of Continuing Education and Lifelong
Learning, which is published by Hong Kong University School of Professional
and Continuing Education (HKU SPACE), and of the International Advisory
Board of the Centre for Research in Continuing Education & Lifelong
Learning (CELL Research Centre), Hong Kong University School of Professional
and Continuing Education, and also as a Member for the APCJ (Asia-Pacific
Collaborative Education Journal,) editorial board, which has been contributing
the collaborative activities of international education, the research and
innovations in teaching and learning with technology through the printed
format (ISSN 1738-3285) as well as its on-line journal in order to share
knowledge and experiences among APEC economies, taking for examples.
I know that he has a long-standing interest in improvement of teaching-learning
activities with the use of computers and related media both in schools
and lifelong learning institutions focusing on the fields of science and
mathematics education and professional development in teacher education
and training, while he has been challenging the paradigm shift in education
including the transnational and transborder education delivery system and
ESD, now called as SDGs, geared by the stronger capabilities of ICT in
the coming knowledge and IT oriented society.
His first paper written in 1976 when he was a PhD candidate is luckily
archived here, while one of his innovative and challengeable recent works on the improvement
of informatics education curriculum by applying J.S Bruner's approach to
its design can be found here.
At the same time he has gone into business since April 2006 with his colleagues to promote computer utilization in
education. The name of his company is CreativeLearning, Inc.
On Friday 14 October 2011, at the 60th Anniversary of Mongolian State University
of Education(MSUE), he is awarded the Honorary Doctor by the University.
On 12 September 2014 he was awarded as a '2014 Most Distinguished Person of Audiovisual Education,' by Japan Audio Visual Education Association.
On 30 August 2017 he was awarded as a 'Person of Distinguished Service and Merit,' by JSSE, the Japan Society for Science Education.
On 4 November 2023 he was awarded as an 'Honorary member ,' by JAEMS, the Japan Association for Educational Media Study.
He has published several books and@research papers, including Improvement
of Science and Mathematics Education with the Use of Computer Assisted
Instruction (CAI) System, Computers in Audiovisual Education, Current Trends
and Prospects of New Information Technologies in Teacher Education in Japan,
A Short History on the Application of Multimedia in Japanese Education,
Handbook of Diplomas, Degrees, and Other Certificates in Higher Education
in Asia and the Pacific, for taking some examples.
Besides such a brief introduction of his career, may I give you a bit of

In addition to such education and research activities as stated above,
he has been managing several non-profit organizations (NPOs) in order to promote and assist in the international and national education
and human resource development and cooperation as well.
